It is probably best to avoid jumping rope on a slope but in essence you can do it on a thin carpet, rubberized flooring, hardwood, gravel , on the grass or anywhere you like. You can also skip rope in all kinds of weather. There is nothing that says you cannot jump rope in the winter.
